Stopping potential is the value of negative potential of the collector plate or positive potential of the emitter plate, for which the electrons with the maximum kinetic energy are just stopped from reaching the collector plate.

Now, the more energy the electrons receive from the light, the higher will be the value of the maximum kinetic energy in the photoelectrons, leading to a higher required stopping potential. In the classical (Maxwellian) wave picture of light, the energy does not depend on the frequency in any way - changing frequency of the light won't change energy transferred at all, thus leading to no change in the maximum kinetic energy of the ejected electrons. Thus, classically, the stopping potential would remain the same even upon changing frequency.
