Elements with similar chemical properties are kept in the same group. Since the chemical properties of an element depend on the number of valence electrons in the last shell. So elements having the same number of electrons in the last shell are kept in the same group. In the given options only P, R and S have the same number of electrons in their last shell which is 2. Therefore, P, R and S will belong to the same group.

Note: Since the number of electrons is not greater than 2 if you were asked the group number of these three elements it will be the same as the number of electrons in the last shell. The group number for these three elements would be 2.
