In the given circuit, bulbs B1, B2 and B3 are connected in series. But bulb B4 is in parallel with these.

Since in parallel circuits, the power remains the same across all the branches of the circuit, therefore, B4 will get the maximum power from the cell whereas the same power is distributed across the bulbs in the other parallel branch.

So B4 should glow the brightest.
