The element with the highest IP value is helium. 'X' is helium. IA group elements are the strongest reducing agents. First element of IA group is lithium. 'X' loses one electron from the single electron species is equal to the energy of electron in that orbit calculated by Bohr's formula.
He+IPvalue=En=13.61×22
=57.2eV
Li+2IPvalue=En=13.61×32
=122.4eV.
