Final molarity $= \frac{V_{1} \times 1 + V_{2} \times 0.25}{(V_{1} + V_{2})}$
$0.75 (V_{1} + V_{2}) = V_{1} + 0.25 V_{2}$
$0.75 V_{1} + 0.75 V_{2} = V_{1} + 0.25 V_{2}$
$0.5 V_{2} = 0.25 V_{1}$
$\frac{V_{1}}{V_{2}} = 2$
So, ratio of $\frac{V_{1}}{V_{2}}$ should be 2
