These states have focused on improving the health and educational levels of their people. This has enable the people of these states to become more productive which has raised per capita income levels. Moreover, these states have implemented welfare schemes like well functioning PDS systems and mid day meal schemes in schools. People are assured of access to the means of sustenance and nobody has to live in fear of hunger and starvation.
