Solution
In 1, 3- butadiene, rotation about C2−C3 bond is not free as in case of butane. The restriction to rotation arises due to delocalization of pi electrons. Due to the above delocalization, C2−C3 bond acquire same partial double bond character and free rotation is prevented.
