If the particles are not co linear, the component of force in some direction will not become zero and hence they wouldn't be in equilibrium.Similarly they cannot have the same magnitude since distances between them also are different.
Suppose the charge of opposite sign is placed at middle of two like charges, in disturbing the equilibrium the middle charge will start moving hence it is an unstable equilibrium
