The correct option is C straight line
For equilibrium, net force has to be zero on any charge present in the system

If arranged on a circle:


From the diagram, we can see that net forces on charges (F1,F2 and F3) are not zero.
Therefore, they are not in equilibrium.

If arranged on a triangle:


Similar as arranged on a circle. Therefore, it is also not in equilibrium.

If arranged on a straight line:


In this case, it is possible to get equilibrium arrangement as on any of the three charges, the two forces are acting in opposite directions.
