The correct option is B
C2 and C3 only

Observe that the plates of $C_{1}$ are shorted by a wire, so the plates of $C_{1}$ will be at same potential and hence no charge on $C_{1}$ . For both $C_{2}$ and $C_{3}$ the Potential Difference equal to the battery voltage and hence they get charged
