The correct option is B 1.5V
In parallel combination every component get same voltage so to find the limit we have to check that which resistance has minimum bearing voltage value.

we know power=V2/R power is constant 0.5W so resistance having less resistance will be able to withstand very less voltage so 4Ω will withstand very low voltage.

Using above formula the withstanding voltage for 4Ω is 2R×power=22Volt=1.414Volt any voltage more than it can't be withstand by combination.
So nearest answer is B
