The correct option is B $0.636 q_{0}$
We define product $R C$ as time constant of $R C$ circuit.
The equation in case of charging is
$q = q_{o} ⎛ ⎜ ⎝ 1 - e^{\frac{- t}{R C}} ⎞ ⎟ ⎠$
Now when our $t = R C$
our equation becomes $q = q_{o} (1 - e^{-} 1)$
which gives $q = 0.636 q_{o}$
