$\left(ii\right)$Produce $OA$ to $B$ such that $OA=AB=4$cm

$\left(iii\right)$Draw a circle with centre at $A$ and radius $AB.$

$\left(iv\right)$Suppose it cuts the circle drawn in step $\left(i\right)$ at $P$ and $Q$

$\left(v\right)$Join $BP$ and $BQ$ to get the desired tangents.
