He has $4$ t-shirts

He can wear any t-shirt out of those $4$ in $4$ ways

Then on the top of it he can wear any t-shirt out of remaining $3$ in $3$

Then another on the top of it he can wear any t-shirt out of remaining $2$ in $2$ ways

So, total no. of arrangements are $=4\times 3\times 2=24$
