To form a basic solution K3PO4 will hydrolyze in water.
K3PO4 is a salt of strong base (KOH) and weak acid H3PO4
KOH completely dissociates in solution to provide hydroxide ions.
H3PO4 partly dissociates in solution to provide hydrogen ions.
Hence, hydroxide ion concentration is smaller than hydrogen ion concentration. Hence, the solution is basic.
