Let Sam buy “ x” donuts.
Number of donuts bought by Tom = 3
Donuts bought by Tom and Sam together are < 7.
x +3<7
x +3 -3< 7-3 [subtracting 3 from both the sides]
x < 4
The number of donuts cannot be in fractions. Thus, Sam can either buy 0, 1, 2, or 3 donuts, which are all less than 4.
Thus, option B is the answer.
