The correct option is B Jack is not the tallest among some other men.
In the given sentence 'tall' is an adjective in the positive degree. We have to express the sentence in the superlative degree of comparison. We use the superlative degree to compare somebody / something with the whole group to which he/she/it belongs.
The superlative degree of tall is tallest. A superlative degree is always preceded by 'the' and since the given sentence is a negative one, 'not' must be used before 'the'. Thus 'not the tallest' must be used in the sentence.
We can thus eliminate options B,C,D as incorrect answer as they do not follow the correct degree and order.
Thus, the correct transformation will be,
Jack is not the tallest among some other men.
Hence, option A is the correct answer.
