Let the one ball weight is $x$ Kg

Given that the second ball is $4$ times heavier than first ball

Then weight of second ball $=4\times x=4x$

And also given that two balls weight is $15$ Kg

$\therefore x+4x=15$

$\Rightarrow 5x=15$

$\Rightarrow x=3$ Kg

Then weight of heavier ball $=4x=4\times 3=12$ Kg
