Potential energy $P = m g h$
Given, $h_{1} = x; h_{2} = 4 x$
Since, the masses are same,
then $\frac{P_{1}}{P_{2}} = \frac{h_{1}}{h_{2}} = \frac{x}{4 x} = 1 : 4$
