To make things easy, we take:

Number of germs before sanitation=1000

Checking the cleaning done in each round of use for each hand sanitizer, we find:

Brand A:Round 1

Percentage of germs killed=99.9%
Number of germs killed=1000×99.9100 =999

Number of germs left alive=1000999 =1

Brand B:Round 1

Percentage of germs killed=90%
Number of germs killed=1000×90100 =900

Number of germs left alive=1000900 =100

Brand B:Round 2

Percentage of germs killed=90%
Number of germs killed=100×90100 =90

Number of germs left alive=10090 =10
