$\left(a\right)$ Yes, both the bullets will strike the ground at the same time.because the downward acceleration and initial velocity in the downward direction of the two bullets are same. They will take the same time to hit the ground and for half projectile.

$\left(b\right)$ Height $=19.6m$

$v=0$

$h=vt+\frac{1}{2}g{t}^2$

$\begin{array}{c}\Rightarrow 19.6=0\times t+\frac{1}{2}\times 9.8\times t^2\\ \Rightarrow t^2=\frac{19.6}{4.9}=4\\ t=2\sec \end{array}$

Hence, both bullets will hit the ground simultaneously after $2second$,at the same.

c)Both the bullets travel half projectile, the bullet with higher velocity cover more distance then the other velocity.
