Suppose they meet when $A$ travelled $x$ km.
So, $B$ would have travelled $280-x$ km
We know that $Time=\frac{Distance}{Speed}$
When the cars meet, they would have travelled at the same time.
So, $\frac{x}{30}=\frac{280-x}{40}$
On cross multiplying and simplifying, we get $x=120$
So, Time taken by A to meet $=\frac{120}{30}=4$ hours
As they left at $3$ pm, they meet each other after $4$ hours at $7$ pm.
