From the relation

$B.2\pi r={\mu }_0{I}_d$

$B=\frac{{\mu }_0{I}_d}{2\pi r}$

$B=\frac{{\mu }_0}{4\pi }\times \frac{2I_d}{r}$

$B={10}^{-7}\times \frac{2\times 2\pi }{0.04}\times 100$

$B=\pi \times {10}^{-5}$

Therefore magnetic field produced by displacement current 4cm from the axis of the plates is $\pi \times {10}^{-5}$
