K.E.=12mv2,
where m is the mass of the object and
v is the velocity of the object.
Given, KE1KE2=1:16
where KE1 is the kinetic energy of the first car and KE2 is the kinetic energy of the other car.

KE1KE2=12mv1212mv22=v21v22=116

v1v2=14

So, the ratio of velocities will be 1:4.
