Solution

work done ( W = F x D ) by both will be equal because their weights(F) are equal and the distance travelled(D) by them are equal.....Sam has more power because he takes lesser time to execute the same work.......Power of sam = MgH/t = 117.6 W (M= 40 , g = 9.8 , H = 3 , t = 10 seconds for sam) and power of john = 98 W ( m = 40 , g = 9.8 , H = 3 , t = 12 seconds for john)
