As the balloons float in equilibrium.
Using triangle law of vectors, We get -

FAC=wOC

where, w = upthrust acting on each ballon.

As W = w+w

w=W2

F = ACOC×W2

q×q4πϵ0(AB)2 = ACOC×mg2

q2=(0.6)2×(0.3)×(5×103×9.8)9×109×0.954×2

q2=0.36×0.30×499×0.954×2×107C

q = +5.6×107C
