The correct option is C 8:1

Initial force is given as,

F1=kQ(2Q)R2 (1)

When both charge came in contact final charge on each of them

q=Q+(2Q)2=Q2

Final force is given as,

F2=k(Q/2)2R2 (2)

Diving first equation by second we get

F1F2=81

Thus initial force will be eight times of the final force.
