When the charge q is released, let us suppose the equilibrium is attained at x distance from the initial position.

Then, qσϵo=2kx

x=σq2kϵo ...(1)

Now, suppose, the charge is further displaced by dx from equilibrium position.

Then, net force,

F=2k(x+dx)σqϵo

F=2k(σq2kϵo+dx)σqϵo [From (1)]

F=2kdx ...(2) [Toward opposite of displacement dx]

Hence, F is restoring in nature and as Fdx, the charge perform SHM.

From (2),

2kdx=mω2dx

ω=2km

As charge starts from rest, the initial position is one of the extreme positions.

Thus, the amplitude of the SHM is σq2kϵo [From (1)].
