Meaning of valency- Valency is said to be the combining capacity of an element. The number of electrons accepted/ shared/ gained by an atom of an element so as to get a stable electronic configuration is said to be its valency.

Meaning of variable valency- Sometimes because of different conditions certain elements have more than one valency, It means those elements exhibit variable valency. One of the reasons for showing variable valency is that the elements have different electronic configurations.

Two nonmetals that show variable valency are- Nitrogen( N) and Phosphorous( P).
