From geometry,

tanθ=43

θ=53


Here, flux due to +10 nC and 10 nC will be in the same direction through the given circle.

ϕnet=2×q2ϵ0(1cosθ)=qϵ0(1cosθ)

=10×1099×1012(1cos53)
