Calorific value of a fuel is the amount of heat produced by burning one kg of that fuel completely.
It is given that 4.120 kg of fuel on combustion produces 178000 kJ of heat. Hence, 1 kg of fuel on combustion will produce

= 178000/4.120 kJ of heat
= 43203.8834 kJ
