We know that using protractor we can draw any angle which is marked on the protractor, i.e. from 0 to 180. Also, we have seen using compass we can make 60 angle.

Set- squares let us draw the angles which are they made up of. For example, using (30-60-90) set - square we can only make (30, 60 and 90) angles. And using 45-45-90 set - square we can only make 45, 45 and 90angles.

So, constructing a 60 angle is not possible using 45-45-90 set - square.
