R=V/I

Where R is the resistance of the conductor. Resistance is a property of wire(conductor), that depends on type of material and shape of the wire. For any given wire, resistance remains constant at given temperature. The resistance (R) of a material depends on its length, cross-sectional area, and the resistivity a number that depends on the material. .
Hence, increasing or decreasing voltage doesn't change resistance.
