The statement is not correct.
The speed of the train can be written as the ratio of distance and time.The basic unit of speed is $\frac{m}{s}$ . But while talking about greater distances and time,'km' is the unit of distance and 'h' is unit of time, so the speed is measured in $\frac{k m}{h} .$
