Valency depends on the number of electrons in the outermost shell (i.e. valence shell). If the number of electrons present in the outermost shell are 1,2,3,or 4, then their valency is 1,2,3 or 4 respectively. If the number of electrons present in the outermost shell are 5,6 or 7 , then their valency is 8-5=3, 8-6=2, 8-7=1 respectively. Valency is the combining capacity of an element so it is always positive.
