$V_{pulley1}=\frac{v_1+v_2}{20}=\frac{(-20+10)}{2}=-5m/s$

pulley moves down towards $5m/s$

$V_{pulley2}=\frac{V_{pulley1}+V_c}{2}$

$10=\frac{-5+V_c}{2}$

$V_c=25m/s$
