Water is exhaustible natural resource then why is it considered as renewable resource ?

Water is renewable resource as it can be generated again and again , It has a water cycle . So we can see from the water cycle the same water goes and comes again and again.





It is an inxhaustible resource but fresh water is exhaustible.The ice caps contain 80% of the fresh water and 90% of the remaining 20% comes from lakes and rivers which is getting polluted. This will run out. There will always be far more water in the ocean than our use, but we can't use it directly and it is costly to purify it.
