Water is liquid at room temperature due to weak hydrogen bonds.
When you look at water molecule - H2O, hydrogen and oxygen share electrons and form a covalent bond. But Oxygen atom is more electronegative than hydrogen atoms, so the shared electrons from both the hydrogen atoms stay closer to oxygen as compared to hydrogen. This makes H2O polar, i.e., Oxygen atom gets a slight negative charge and Hydrogen atoms get a slight positive charge.
All the water molecules have this polarity, so there is an attraction force (bond) between all the positive hydrogen atoms of H2O molecule and negative oxygen atoms of another H2O molecules. This bond is called a hydrogen bond, it's very weak and this is what keeps all the water molecules connected and in the liquid state.
