$h = \sqrt{39.48} = 6.28$
volume $= \frac{1}{3} \times π r^{2} h$
$= \frac{1}{3} \times \frac{22}{7} \times 2.6 \times 2.6 \times 6.28$
$= 44.474 m^{3}$
$∵ 1.83 m^{3}$ fills in one minute
$∴ 44.474 m^{3}$ filled in $= \frac{1}{1.83} \times 44.474 = 24.3 min$
