We know that a neutrilization reaction occurs between an acid and a base, so does the reaction occur between citric acid and sodium carbonate which are weak?If yes, will heat be released?

Yes when sodium carbonate and citric acid is mixed, reaction occurs and sodium citrate is produced.
The reaction is
3Na2CO3 + 2C6H8O7 2Na3(C6H5O7) + 3CO2 + 3H2O

​The reaction does not release heat.
