Solid state substances are classified as
  1. Ionic solids- They are made up of ions and insulators in solid state. They will conduct electricity in aqueous solution only.
  2. Covalent solids - There is strong covalent bong between them. They are insulators in solids state except the case of graphite, where there is a free electron in carbon. Example: Diamond, Silican
  3. Metallic solids - There is metallic bond between the atoms and there is a pool of electrons in the metals. So all the metallic solids are conductors.
Hence the answer is substances which conduct electricity in the solid state are generally called as Metals.
