There are two different types of bromine atoms:
1. That has 3 oxygen atoms attached to it (Two terminal bromines)
2. That has 2 oxygen atoms attached to it. (Bromine atom in middle)
Let oxidation state of Bromine atom that is attached to 3 oxygen atoms be x.
Thus:
x+(3×2)=0x=+6
Both the terminal Bromine atoms have +6 oxidation state.

Let oxidation state of Bromine atom which is attached to 2 oxygen atoms is y :
Then,
y+(2×(2))=0y=+4
So option b is correct.
