What causes the liquid part of blood to filter out from the glomerulus into the renal tubule?

The glomerulus filters the blood.
In the glomerulus, the diameter of the atriole is reduced. This causes an increase in the pressure of blood. Due to high pressure, the nitrogenous wastes and the water comes out and falls into the Bowman's capsule through the pores present in glomerulus.
