The promotion faced stiff opposition form other sections of the society. The opposition felt that this act was discriminatory in nature. It is argued that it violates the principle equality. There was ambiguity if the bill would properly serve its purpose. There is possibility of it being misused by people already in good ranks to use this clause to climb up based on class rather than merit or performance. there is also possibility of promoting an inefficient individual just because he/she satisfies the quota. There was no adequate data to validate the need of such a bill.
