Oxygenase activity of Rubisco:

When $C O_{2}$ concentration in the atmosphere decreases and oxygen concentration exceeds $C O_{2}$ concentration, then the oxygenase activity of RubisCo gets activated.

As a result, instead of forming two molecules of Phosphoglyceric acid, it forms one molecule of phosphoglyceric acid and one of phosphoglycolic acid.

This phenomenon is called photorespiration.
