P and R are single digit numbers such that R = 3P.
The possible combinations of P and R are:
P R = 3P
1 3
2 6
3 9

If P =4, then R = 3 (4) = 12, which is not possible because R is a single digit number.
P cannot be greater than 3. The possible values of P and R are only the ones shown in the table.

The units digit of the product of the given numbers is R and it is obtained by multiplying the units digits of both the numbers, i.e., P and R.
1 × 3 = 3
2 × 6 = 12 units digit = 2
3 × 9 = 27 units digit = 7

It is clear that P × R = R is satisfied only when P =1 and R = 3.
