The King: He was the head of the central government and was responsible for maintaining administration, the justice system and waging warfare.
The Council of Ministers: They advised the king on matters of state administration.
Mandalams: All provinces were divided into mandalams, which were further divided into Valanadus, containing several villages.
Villages: Each village had two assemblies ‘ur’ and ‘sabha’.
Army: Chola army was powerful, but its navy was the main arm of defense.
Revenue: Land and trade were the most important sources of revenue and income.
