Dear student,
The dielectric material is an insulator which does not have the capability to conduct electricity. Every dielectric can be polarized to conduct when an electric field is applied. It is still questionable if they would be able to conduct or not. So, a dielectric acts as an insulator in most of the cases.
The capacitance of the air filled capacitance is given by:

C = εoAdwhere εo is the absolute permitivity of free spaceAis the area of one of the plated is the distance between the two plates of capacitor

When dielectric slab of dielectric constant is introduced in between the plates of the slab , capacitance of the capacitor becomes k times to the initial capacitance.
