What do you mean by foundational challenge in democracy? What values can help to overcome this challenge?

1) Non – democratic countries face foundational challenge of making the transition or change to democratic form of government.

2) They have bring down or close down existing non – democratic regime, has to keep military away from controlling government and establish a sovereign and functional state

3) People’s participation should be encouraged and all the citizens living in the non – democratic country must be given a chance to participate in decision making, selection of representatives etc
