Frictional force is a self adjusting force. When an external force is applied on a body, the frictional force between the two surfaces (between the surface of the body and frictional surface) acts in a manner so as to counter balance the external force. This frictional force keeps on increasing with the increase in the external force and reaches the maximum value before motion starts. This maximum value of the frictional force is called the limiting friction.
